Coupled with the county of its geographic environment, and the Anning River Valley between the veins of Luoji and Maoniu Mountain, and formed a high-South low north of the narrow tubular terrain, creating a strong southerly wind, in the high-altitude air currents, atmospheric circulation, seasonal changes in the turn of the weather system under the influence of a north-south winds appeared frequently ,especially in Jan-June, largest up to 12 level, is one of the province's windy areas, "Sichuan renewable resources research report" identified within my county the District wind energy can be made use of in the Sichuan Province. Wind power plant is a renewable environmental protection projects, a national industrial policy to support the project, the new MaLi wind power station, with a total capacity of 10-30 million kilowatts.

Ⅵ、Construction Conditions: construction sites in Ma Li, and Ali two townships in Dechang county, water, electricity, roads three links, construction, geological structure stability. Wind energy is rich in resources, the county annual average wind speed 3.5 m /s, is the province's highest ,2-May to 3.9-4.5 m / s, while in the valley Ma Li, Argentina, the two townships, and wind speed greater than the county average of 1-2 grade, suitable for building wind power stations. Water, roads and smooth communication, geological conditions are good.

Ⅷ、 Market Forecast: according to the basic tariff 0.40 yuan / degree project significant energy saving and environmental protection benefits, the economic benefits better.
Ⅸ、 Economic Efficiency(Returns) Anticipation: the project completed and according to Country Wind Electricity Management principles, project investment recovery period is 7-8 years, investment benefits rate 8.0%.
